With all the raw petroleum we will have, can we get the refinery capacity built to be able to use it? Or, will the EPA make it impossible? Perhaps, it would be cheaper to build the refinery capacity in Mexico and pay off the cartels (they surely would get into the business of protection).

“, …. can we get the refinery capacity built to be able to use it? Or, will the EPA make it impossible?”

It is notable that to have maximum impact on depriving the Caliphate Revivalists and other imperialists of revenues, we would be supplying other countries anyway. Even if the EPA keeps the lid on new refineries here for the next 2 years, other countries’ refinery capacities will serve, even here if an export/import deal can be worked out. We needn’t go to Mexico only. Once Obama is gone, the Brits will have spare capacity, since the North Sea is no longer as productive as it once was. Others in Europe and Asia will also be willing to cut deals.

    “What a difference fracking makes.”

I’d say what a difference entrepreneurship, guts, free enterprise and getting the government out of the way makes.
