    Well, do not all these states have Republican governors and legislatures?

    Seems Republicans = progress while Democrats = stagnation.

    The criteria seem to reflect more the wishes of the Center than parent power itself. Lacking is for instance any measure of, well, how parents can influence the schools to improve education. This may be hard to make into an Excel-ready index, but the absence reveals lack on understanding and experience with how schools actually work.
