Ernest R. May is Charles Warren Professor of History at Harvard University. Philip D. Zelikow is White Burkett Miller Professor of History at the University of Virginia. Both have served or worked with various departments of the U.S. government during their careers. This essay is part of a project fashioned by the Bipartisan Policy Center, a group established by four former Senate majority leaders—Democrats Tom Daschle and George Mitchell and Republicans Howard Baker and Bob Dole.
