David J. Kramer, a senior transatlantic fellow at the German Marshall Fund of the United States, served as Assistant Secretary of State for Democracy, Human Rights, and Labor during the George W. Bush Administration. Damon Wilson, vice president and director of the International Security Program at the Atlantic Council, was Special Assistant to the President and Senior Director for European Affairs at the National Security Council.
