Mitchell B. Reiss is a Distinguished Fellow at the Kissinger Institute on China and the United States at the Woodrow Wilson International Center for Scholars. He is the author, most recently, of Negotiating with Evil: When to Talk to Terrorists. From 2003 to 2005 he served as the Director of Policy Planning at the U.S. Department of State.
