He is also a former staff member of the U.S. National Security Council and served as political-military officer in the U.S. Embassy in Cairo from 1999–2002. David J. Kramer, a former Assistant Secretary of State for Democracy, Human Rights and Labor, is president of Freedom House in Washington, DC.
